Press bodies lodge complaint against misuse of press tag

ITANAGAR, Sept 27: Taking serious note on rampant misuse of ‘press tag’ by many individuals in their private vehicles in Capital Complex and across the state, Arunachal Pradesh Press Club (APC) and Arunachal Pradesh Union of Working Journalist (APUWJ)  have taken up the matter with the Director of  Information and Public Relation today.

Both the Press bodies led by presidents Chopa Cheda and Azing Pertin appraised serious issue to IPR stating that misuse of template/labels and press tag may even cause security problem for the state in various ways.

APC and APUWJ also expressed its apprehension that even hard core criminals could get away easily with security personnel by misusing press tag in their vehicles. The Press bodies requested the department to issue proper guidelines for using Template/Labels “Press Tag” for the working journalists with name of organization. It sought restriction to general printing press and press dealers from using the tag on their vehicles. Earlier the press bodies had taken up the matter with the state police but nothing concrete measure was taken, it said.  

 

Lok Adalat at Namsai settles 28 cases

ITANAGAR, Sept 27:  28 cases have been disposed off out of the total 57 cases in a Lok Adalat held in the office of the Namsai ADC on September 23.

The Lok Adalat was conducted under the chairmanship of Nilima Kumar, ADC, Judicial Magistrate First Class, Namsai for settlement of the pending compoundable cases of Namsai, Piyong, Lathao, Lekang, Chongkham and Wakro Circles under Namsai Sub – division, according to an official release.

The remaining cases will be heard in the next Lok Adalat scheduled to be held during November, 2013.

 

CoSAAP  team meets CS

ITANAGAR, Sept 27: The president and general secretary of Confederation of Service Association of Arunachal Pradesh (CoSAAP) today met Chief Secretary Dr. HK Paliwal in his official Chamber and discussed various burning issues pertaining to state Govt. employees.

Both the president and secretary submitted a four-point memorandum to Chief Secretary objecting obtaining NOC from DCs and CEO to clear retirement dues and promotion avenues, rampant eviction drives, classification of ailments as critical and non-critical and other government order superseding existing provision of CCS Rules depriving employees entitlements and objecting appointments on contractual basis.

After patient hearing, the Chief Secretary has assured to review the orders, especially in regards to obtaining NOC from DCs and CEO, a CoSAAP release claimed.

 

AAPLU seeks CS attention

ITANAGAR, Sept 27: Drawing the Chief Secretary’s attention towards the labourers’ condition in the state, All Arunachal Pradesh Labour Union (AAPLU) today claimed that many government officers are keeping department labour as bonded labour and engaged them to do household works without giving proper status. AAPLU said that labour should be engaged in department work site rather than in officer’s resident for domestic work. Union also urged the chief secretary to keep strict vigil against the illegal immigrants to the state capital especially labourers from neighbouring states without having proper document like inner line permit.

 

Illegal selling of IMFL prohibited

YINGKIONG, Sept 27: The Deputy Commissioner Upper Siang District L Borang issued an executive order prohibiting selling of IMFL (Indian Made Foreign Liquor) by the unauthorized shops in odd hours secretly during the day time when the authorized shops are closed and stated that the selling of IMFL is exclusively permitted to liquor license holders only. Therefore the DC issued an order banning of illegal selling of IMFL within Yingkiong township with immediate effect and anyone found violating this order shall be dealth with as per provision of law. APPDYA demands immediate start of four laning of NH52A

ITANAGAR, Sept 27: The All Papum Pare District Youth Association (APPDYA) has demanded for immediate start of four laning of the NH52-A from Banderdewa to Itanagar and eviction on the either side of RoW of NH52A with the provision of compensation to all the affected.

In a letter, it threatened that it would be compelled to launch democratic movement if the demands are not fulfilled by October 26 next.

 

Medical camps

ITANAGAR, Sept 27: Over 250 patients were treated in four medical camps organized by Arunachal Vikash Parishad during the last week at different places of Changlang district.

The free medical camps were conducted at Yankang in Yadam circle, Sholalaktong, Longlung and Hanalthang in Khimyong circle as part of Swami Vivekananda’s 150th birth anniversary as well as to commemorate the 60 years of Vanvasi Kalyan Ashram, the parent body of AVP.

 

Slow progress of TAH resented

ITANAGAR, Sept 27: Drawing attention to the slow progress of Trans Arunachal Highway from Sagalee to Nechipu, the All Arunachal Pradesh Public Transport Federation (AAPPTF) East Kameng unit has appealed PWD minister, the elected members and the DC’s of East Kameng and West Kameng districts to take immediate action against the various factors leading to its slow progress.

In a release, it said, the main reason of its slow progress is that the locals have been giving various kinds of problem to the land acquisition authority.

Many of them have built houses on the road to claim compensation which is totally wrong, it said.

People need to understand that if the road is constructed, it is for our own good. The road is our property and we need to support the executing agencies in its construction. If the road is developed, our district will develop, no doubt, it further added.

In another release, it requested the concern authority to solve electricity problem in Seppa township saying that the township is reeling under darkness for the past two-three months.

 

GSU submits memo to Education Commissioner

ITANAGAR, Sept 27: Highlighting the various problems faced by students and schools of Galo inhabited areas due to acute shortage of teachers and lack of proper school infrastructure, including hostels, classrooms, teachers quarters, the Galo Students’ Union (GSU) has demanded the Commissioner, Education for early redressal of the grievances by taking prompt action.

While giving detailed information regarding the teacher and other infrastructural requirement of the school, GSU, in its memorandum to the Education Commissioner, state that most of the schools were not in good condition and there had been acute shortage of teachers in almost all the schools.

It claimed that almost all the Primary and Upper primary schools in rural areas are being managed by single teacher or two.

“Instead of establishing too many schools the responsible govt. should fill the existing schools with sufficient teachers,” the memorandum said.

“The present situation of the education system clearly reflects that the students from rural areas are doomed to live without quality and proper education. Under such circumstances they can never be able to excel and compete with other students of urban areas/ students from well equipped educational institutions,” the memorandum added.

Other demands of the memorandum were Strict monitoring and regulation of all Private and Govt. Schools, streamlining of Mid Day Meal (MDM), Supply of quality School Uniform under SSA.

 

Mass social service at Daporijo

DAPORIJO, Sept 27: A mass social service was conducted by the business community here to clean the market areas yesterday.

All the shopkeepers, businessmen and members of the Market Welfare Society actively participated in the day-long cleanliness drive at Gandhi market and Daily market. They collected garbage and waste materials and disposed of them properly through vehicles provided by DUDA. The drainage and nallahs were also thoroughly cleaned during the social service.

All the shopkeepers kept their shops and business establishments closed during the social service.

The social service was organized by Gandhi Market Welfare Society under the guidance of Social Service Secretary Takam Natam.

 

Union against use of chain-saw

ITANAGAR, Sept 27: Claiming that using of chain-saw (an automatic machine) resulted massive destruction of forest trees within Papum Poma areas such as Sangdupota, Balijan and Tarasso circle of Papum Pare district, All Papum Poma Students Union today opposed the use of chain-saw in its area.  In a representation submitted to the divisional forest officer Banderdewa, union registered strong protest. It also sought appropriate action against the rampant use of chain-saw in cutting of trees in large scale in the area.

 

APATCYO seeks replacement of managing director

ITANAGAR, Sept 27:  The Arunachal Pradesh Abo Tani Clans Youth Organization today demanded the Chairman of Arunachal Pradesh Forest Cooperation Ltd. to replace the incumbent managing director alleging that current managing director stay more in Delhi than Itanagar. The organization sought replacement for smooth functioning of the office.

 

Steering jam in East Kameng district called off

ITANAGAR, Sept 27: Following arrest of the accused involved in the brutal physical attack on a driver in East Kameng on July 31 last, The All Arunachal Pradesh Motor Transport Workers’ Union (AAPMTWU) has called off its steering jam’ of heavy vehicles in East Kameng district from September 28 to October 4 next.

 

AAPEDA stages dharna

ITANAGAR, Sept 27: The All Arunachal Pradesh Entrepreneurship Development Association (AAPEDA) today staged peaceful dharna in front of deputy commissioner Capital Complex Itanagar office, demanding explanation on disqualification of 17 entrepreneurs in the personal interview on national mission on food processing which was held on 24th July 2013. AAPEDA also opposed the proposed re-interview which slated on 30 Sept next notified by DC Capital Complex. It also alleged that district administration did not follow the guidelines of national mission, food processing, government of India.

 

DLVMC meeting held

ITANAGAR, Sept 27: The district level vigilance and monitoring committee meeting of DRDA, Lower Suban-siri on September reviewed the progress of various flagship programs of rural development in the district.

Chairing the meeting Danial Teli asked the officers to work sincerely and maintain quality and transparency in execution of various schemes.

ZP chairperson Hage Kobing asked the officers to take the confidence of PRI members and work with in close coordination with the PRI members.

All the members of the body shared their view and knowledge for better implementation of various centrally sponsored schemes in the district.

Special summary revision training for BLOs concludes

YINGKIONG, Sept 27: A one-day BLO training on ensuing Special Summary Revision of PER was conducted in the office of the Electoral Registration Officer under the chairmanship of T. Pertin, ERO (HQ).

In his key not address to the BLOs, AEROs of Yingkiong and Jengging circle,  T Pertin briefed them about the importance of the roll of BLOs and appealed each and every one to work sincerely in framing clear and non-defective photo Electoral Roll as the BLO is the grassroots level worker of the Election Commission of India.

AEROs presented power point presentation on role and challenges  of BLOs in the state. Further, all BLOs present in the training assured to work more sincerely and carefully in view of the coming Parliamentary and Assembly 2014. DIPRO

 

14 days skill development training ends

NAHARLAGUN, Sep 27: “It is a skill that would help improve our personal income and facilitate improving the lot of our family,” most of the 22 trainees of the 14-day entrepreneurship development programme (EDP) on ‘artificial flower making’, said in appreciation of the NYP training.

Sponsored by union ministry of micro, small & medium enterprises (MoMSME) and conducted by state branch of National Youth Project (NYP), the EDP concluded here today which was inaugurated by Chief Municipal Councillor Higio Aruni on September 13 last.

While giving away certificates to the trainees, NYP president Hari Pado Biswas and MoMSME officer Rishi Seth lauded the artificial flowers made by the young girls during the training and encouraged them to maintain the same quality for their products to get sold in the market to benefit them financially.

Biswas advised them to get themselves registered to get the artisans credit card for availing financial help from different organizations, while Seth enlisted the schemes to their benefit.

 

BJP Mahila Morcha reviews  activities

ITANAGAR, Sept 27: BJP Mahila Morcha National Secretary Sipra Goon, who is also the Prabhari of the Arunachal Pradesh Mahila Morcha, in a meeting today reviewed the activities of the party’s Mahila wing in the state.

Stating that her purpose of the visit was to strengthen the Mahila Morchas to fulfill the Narendra Modi’s call for a corruption free India by wresting power from Congress in the 2014 Lok Sabha election, Sipra asked the state level leaders to gear up party activity at district and mandal levels to successfully fight the ensuing election.

She also informed that National Mahila Morcha President Saroj Panday would visit the state next month.

The meeting was attended among others by State BJP Mahila Morcha president Padmeswari Jamoh, senior leaders Kabak Yabi, Kenjum Pangkam.

 

Kiong school boundary wall collapses

YINGKIONG, Sept 27: The boundary wall of government Kiong Primary School, Yingkiong collapsed due to landslide during the incessant rain on Sept 5. The ZPC Upper Siang Apel Modi, Bading Teng, ZPM and DDSE rushed to the spot to take stock of the situation.

In a meeting held on  Sept 21  last with the members of the school managing committee, school teachers and parents adopted a memorandum and submitted it’s copies to  Education Minister, local MLA Alo Libang, DC and ZPC expressing their worry and grievances and pressing hard for sanction for restoration of the collapsed boundary wall fencing at the earliest. The teaching staff, parents and students also conducted a social service on the same day for immediate and temporary restoration work. DIPRO

City Police busts gang of bike lifter, recovers 10 motorcycles

ITANAGAR, Sept 27: In a major breakthrough, City Police has busted a gang of bike lifters and recovered 10 motorcycles from their possession.

Acting upon a tip off, a team of City Police comprising SI T Messar, ASI AK Jha and other police staff under the supervision of T Bage has arrested five persons of the gang from different places yesterday. The persons are identified as Bamang John, 20, Seke Colony, Itanagar, GiogioTania, 21, Sangram under Kurung Kumey district, Nabam Sanjay, 18, Jote village, Balijan, Teli Topu, 18, Jote and Mai Takam, 21, Jote village under Balijan circle, informed the newly joined City SP Seju P Kuruvilla.

They were arrested in connection with Itanagar PS Case No.186/13 U/S 379 IPC and Itanagar PS Case No.212/13 U/S 379 IPC and are now in police remand.

According to the SP, the motorcycles were stolen during late night hours and the engine and chassis numbers of the stolen bikes have been tempered with using various techniques. It was also revealed during interrogation that the stolen motorcycles are disposed off at very cheap price to the customers of Assam and Arunachal Pradesh.

“Efforts are being made to identity of the receiver of such stolen bikes,” the SP said.

The SP also said that most of the two wheelers in the Capital Complex have not been registered with the competent authority and a special drive is being organised by the City Police shortly to verify the description of the two wheelers with the registration book.

 

 

Joint Assam, Arunachal search operation for NHPC GM

Tezpur, Sept 27:  Assam and Arunachal Pradesh police today launched joint search operations along with CRPF and commando force for kidnapped NHPC general manager Anil Kumar Agrawal, who is untraced for the seventh day.

Official sources said India Reserve Battalion (IRB) joined in the operations from the Arunachal Pradesh side in the searches conducted in the border district of West Kameng and in northern part of Rangapara in Assam.

Assam Additional Director General of Police (law and order) A P Rout, who is here to monitor the operation, said the joint search was on but police have no information about the Rs 20 crore ransom demanded by the abductors from Agarwal's family.

The sources said the security forces have cordoned off some hill areas near Paharpur area bordering West Kameng district, where Agarwal was suspected to be kept in hiding by Songbijit faction of the anti-talk National Democratic Front of Boroland.

The kidnappers were, however, changing their location after contacting Agarwal's family.  The NHPC official was abducted by from Charduar area near Assam-Arunachal Pradesh border on September 21 when he was on his way from Tawang to Guwahati.

Agarwal, who hails from Faridabad in Haryana, is the general manager of 600MW Tawang Chu-I hydroelectric power project.

The militant group has reportedly sent a mail to the NHPC chief general manager demanding a ransom of Rs 20 crore for safe release of Agarwal.

So far, three persons have been arrested in connection with the kidnapping of Agarwal and five persons, including a woman, detained suspecting them of giving shelter to the kidnappers. PTI

 

 

Mother appeals for safe release of kidnapped son

ITANAGAR, Sept 27: The mother of kidnapped general manager of the NHPC's Tawang hydroelectric project Anil Kumar Agrawal, has appealed for safe release of his son.

He is a 56-year old man, suffering from severe asthma and diabetes and potentially emotional stress and pain. All of this, we fear can have a severe impact on his health, including irreversible damage, 82-year-old Nirmala Kumari, mother of the kidnapped GM, said while fervently appealing for his son’s safe release.

“I am an 82-years old widow and am dependent on my only son. I am a heart patient and in a state of great shock. His wife is extremely worried about his well-being and she is herself suffering from severe arthritis. His daughter is unable to continue her studies due to the stress caused by this situation. All his family members are in extreme pain and distress and uncertain of their future.” “In this time of extreme distress and pain, I appeal with folded hands to all, and to those with whom my son is presently staying, to kindly consider the condition of our family and help for the early and safe return of my ailing son,” she said.

The NHPC GM Agarwala was abducted on September 21 from 12 mile area near Bhalukpong bordering Assam and Arunachal Pradesh while he was on his way to Guwahati by suspected cadres of the Songbijit faction of the National Democratic Front of Boroland (NDFB).

 

 

State BJP  asks party workers to maintain team spirit

ITANAGAR, Sept 27: State BJP President Tai Tagak today inaugurated the party’s Itanagar Capital District Office here today.

Speaking on the occasion, Tagak exhorted the party cadres and workers to maintain team spirit and work for ensuring victory of the party in the ensuing parliamentary and legislative assembly elections.

Criticizing the leadership of Congress party and its misrule since independence, Tagak said that BJP was the only party, which can give a vibrant, people friendly and stable government in the state.

Cleanliness drive organised to mark WT Day

ITANAGAR, Sept 27: The World Tourism Day was today observed by department of tourism by organizing cleanliness drive at popular tourist destinations of capital like Gyekar Sinyi (Ganga Lake), Thupten Ga-Tseling (Popularly known as Itanagar monastery) monastery and in the premises of director tourism office. The cleanliness drive saw massive participation from students of Green Mount School, Rajiv Gandhi Government Polytechnic (RGGP) College and Dera Natung Govt College (DNGC). The NSS volunteers of RGGP and DNGC actively participated. The entire clean drive event was coordinated by assistant director tourism Bengia Manna Sonam and assisted by Arunachal Adventure Association (AAA).

The clean drive programme at Itanagar monastery was attended among others by Ramesh Negi, development commissioner, Sonam Chombay, secretary tourism, Taba Tedir chief engineer Urban Development department along with his team and Higio Aruni Chief Councilor Itanagar Municipal Corporation. All the dignitaries joined hand with young students of Green Mount School and RGGP in cleaning the Itanagar Gompa campus. Later addressing the young students, Development Commissioner Negi stressed the need to maintain cleanliness in public area and stated that urban development department has major role to play in this regard. Secretary Tourism Sonam highlighted the importance of world tourism day. The days also marked an important event as Development Commissioner Negi inaugurated the newly constructed tourist information centre inside Itanagar Gompa. At Gyekar Sinyi the cleanliness drive was lead by director tourism Taru Talo. Before the starting of drive while addressing the students, director Talo called on students to keep clean heart as “clean soul makes a clean human being”. He further expressed happiness over turn out of large number of students and urges them to take initiative to ensure that tourism places are kept clean. “You all are future citizen of this state and it is your duty as responsible citizen to take up many such initiatives to make Arunachal clean and green,” stated Taru Talo.

At Gyekar Sinyi the NSS volunteers of RGGP and DNGC was joined by members of Poma Rillo Youth Welfare Association who also took part in clean drive programme. At the end of the event, a pledge to implement plastic free tourism was given to participants in Gyekar Sinyi and Itanagar Gompa. On the occasion pamphlets and brochures giving awareness on AIDS issued by APSACS was distributed. The members of Arunachal Adventure Association were represented by its chairman Tarh Eha and Convenor Joram Kaku along with its volunteers.

 

 

Seminar on ‘Developed Arunachal’

ITANAGAR, Sept 27: The Department of Commerce, JN College, Pasighat organized a one day UGC-CPE seminar on the topic, “Developed Arunachal: The Road Ahead,” yesterday.

While delivering the keynote address, Prof. RC Parida, Head of the Department of Commerce, Rajiv Gandhi University, stressed on the role of various sectors for all round development of the state.

Dr. Otem Moyong, Associate Professor, Dept. of Commerce, RGU, spoke about various developmental paradigms.  Dr. D.P. Panda Associate Professor, JN College presented a paper on the topic “Mindset for a Developed Arunachal Pradesh”.

Earlier, Dr. Naresh Kumar, Head of the Department of Commerce & Seminar Director explained the relevance of the seminar in the present context.

A total of 17 papers on topics ranging from entrepreneurship to infrastructure development were presented by the students.

The Rapporteurs Dr. S Drema and M Mossang presented their reports highlighting their observations on the papers presented.

Students and faculty members from various other departments were also present in the seminar.

The seminar was conducted under the supervision of Principal, T Talom and Co-ordinator Dr. Sangey Drema, Assistant Professor.

 

 

Do not politicize MsDP, says ICA state unit

ITANAGAR, Sept 27: The Indian Christian Association (ICA), state unit has appealed to the people of the state not to politicize Minority Scheme Development Programme (MsDP) on the ground of religion.

In a release, it said Arunachal is a sensitive state so we should rather work together for communal harmony and all round development of the state.

Reacting to the statement of some organizations that implementation of MsDP will encourage conversion of indigenous people to Christianity; the Association unit said it is a wrong perception.

Any individual who wants to accept teaching of any religion is not a forceful conversion; rather it is willful acceptance to lead a spiritual holy life. So question of forceful conversion does not arise. MsDP is purely meant for socio-economic development of minority community, but people in general irrespective of various religious backgrounds will equally enjoy benefits of school, road, hospital, and housing under the MsDP. The implementation of MsDP under the ministry of Minorities Affairs, Govt, of India will not affect the status of state tribals, it held.

There are two religious groups like Buddhist and Christian in the state, but some organizations and legislators frequently mention about the presence of Muslims which is misleading. There are no migrated Christian and Buddhist believers from other states and abroad. The present Christian and Buddhist believer are abo-original or indigenous tribes of the state. There is no possibility of inflow of Christian and Buddhist Community from outside to the state. The question of outnumbering the indigenous tribes and talking of Bengal Eastern Frontier Act. 1873 by some organizations does not arise, it further added.

 

 

Election training in East Siang held

PASIGAHT, Sept 28: A Training Plan on Election Management was held with all the HOOs/AEROs and Administration Officers of East Siang in the conference hall of D.C. Pasighat in presence of A.K. Biswal CCF who was the Election Training observer .

Rajesh Panyang ADC while welcoming all informed that the Election Commission of India & Chief Election Officer has instructed to make data entry of all Govt. staff in the data base of District Election Officer’s computer. Accordingly all HOOs have been instructed to forward the names of all Govt. staffs working under their department by  Sept 25, 2013.

The Summery Revision of Electoral Roll with reference to 1.1.2014 has started by inviting claims and objections. This time ECI/CEO has introduced on line data entry of report return and all claims & objections which will be started from Oct 1 next. Hence, Panyang requested the SE/EE power to provide special uninterrupted power to the DEO’s office from 1/10/13 till completion of the revision.

Yemling Tayeng (SDO) gave presentation on arrangement of Postal Ballot Papers & Election duty certificates. T. Pada (SDO) presented the legal provisions, District Election Management Plan. Oli Perme  ERO/EAC  presented the structure of Roll, Type of Revision & Polling Stations. Starlie Jamoh EAC   (Election ) presented  the Model Code of conduct and Election Voting Machines (EVMs).

Training for Booth Level officers (BLOs) was conducted yesterday in the conference hall of D.C. Pasighat

While welcoming all Starlie Jamoh EAC ( Election) Pasighat said that all out effort has to put in to make an error free electoral roll. The dedication  and  sincerity of the BLOs  will help in achieving the goal. The process will effectively depend on them, so they have to be careful  and  examine all cases minutely. They should utilize training to equip themselves properly.

Oli Perme, EAC cum ERO said that election duty is supreme. Hence all should take it seriously. To be able to participate in election, one must be enrolled in the electoral roll. So we should facilitate all those who have attained 18 years of age. Proper examination should be carried out for the purpose. Not only new inclusion should be taken up but rectification and  correction in the old Electoral Roll should also be carried out. She apprised about the schedule of the preparation of electoral roll and uphold training to the BLOs.

During the interacting session, various problems and doubts were highlighted by the BLOs which were cleared by the trainer as per the election Commission’s norms and directives.

Training plan on Election Management and training to the BLOs were also held by the Electoral Registration Officers of Ruksin, Boleng, Koyu, Mebo, Nari etc. DIPRO

 

 

AUEA appeals engineering dept not to entertain recruitment in sports quota

ITANAGAR, Sept 27: Alleging that some people are trying to enroll their kin as junior engineers in the various engineering departments posing them as national level football players, the Arunachal Unemployed Engineers’ Association (AUEA) has appealed all the engineering departments not to entertain anyone in sports quota.

In a release, it said, many of our members have participated in national and international level of SHTURYU Karate tournaments and are black belt holders. And hence we appeal the departments to recruit only on the basis of true knowledge of the sportspersons and strict vigilance should be carried out physically as well as on the basis of document.

First preference should be given to international participants, followed by national and then state level sport persons, it said.

Saying that the result of the Junior Engineer examination for UD/PHE/PWD departments which was held sometime back is yet to be announced, it held that such delay not only signifies incompetency of the concern department but also shows its carelessness towards unemployed engineers.

Further, apprising that RWD department had recently announced examination of surveyor and junior engineer on the same date  which created strain for all the aspiring candidates, the association requested all the engineering departments to announce examination dates on the basis of recruitment rules only and to never coincide the examination date with other examinations.

AUEA hopes that such inconsiderate activity will not continue in the near future, it added.

 

 

Agricultural demonstration prog

TEZU, Sept 27: Farmers Training cum Awareness Programme on Manual Sprayer and Women friendly hand tools etc was conducted under promotion and strengthening of Agricultural Mechanization Programme at Amik Ringya Hall, Tezu today. More than 110 farmers along with newly elected Panchayat leaders of Tezu area participated.

While inaugurating the training programme, the Parliamentary Secretary PHE & WS-cum- MLA (Tezu Sunpura) constituency, Karikho Kri briefed about importance of such training and role of agricultural mechanizations in modern method of farming. He also appreciated the untiring efforts of Agriculture department for organizing trainings like this in various locations of the district.

Rajeev Takuk Deputy Commissioner Lohit district also expressed his views and suggested the farmers to take full benefits of inputs and trainings provided by the Government. He also expressed his satisfaction over the participation of women in the training. More women should be encouraged in the next training, he said.

Training for booth level officers held

CHANGLANG, Sept 27 : The training for Booth Level Officers (BLOs) on Systematic Voters Education and Election Participation (SVEEP) for 52-Changlang South and 53-Changlang North was held here today at DC’s Conference Hall, under the chairmanship of Chanchal Yadav, Deputy Commissioner cum District Election Officer Changlang district.

In her address to the BLOs, she said the BLOs training is vital since they are the grass root level workers in the villages and play pivotal role in the process of preparing electoral roll and revisions. They should guide the local people to enroll more voters, those who attains 18 years and above on 01/01/2014. She informed that BLOs appointed for Govt. H.S. School and Govt. Rangfrah College Changlang.

The Deputy Commissioner said BLOs are the most powerful and important persons in his or her designated area, so they should make judicious use of their power and should carry out the duties and responsibilities whole heartedly. She sternly cautioned that any negligence in duty will be viewed seriously as per the Representation of the People Act, 1950. Further she said that under no circumstances the age below 18 years to be enrolled in the electoral roll.

Miss Isha Khosla, IAS Asstt. Commissioner Changlang, said the Electoral Photo Identity Card (EPIC) is an identity document, it is mandatory for all electors to produce the EPIC at the time of polling. If any mismatching of EPIC found seven days time will be given to enable the electors to come for hearing. The recommendations of BLOs is must for issuing of EPIC.

S. S. Choudhury SDO (HQ) cum resource person said, to help and guide the villagers and update the electoral roll is the primary concern of the BLOs. He advised to be very careful on double entry and delete the names of married persons who already went out of village and dead persons from the electoral roll, the entire process to start from 1st October to 21st October 2013 to ensure defect free electoral roll. ‘Ensure strict implementation of laws against illegal immigrants’

ZIRO, Sept 27: These days, migration in search of job or other opportunities towards urban area is a common phenomenon. The immigrants, for entering into a State like Arunachal Pradesh, have to obtain Inner Line Permit (ILP) and get their identity recorded in respective Police Stations. As the process of obtaining permission is a lengthy one, many prefer the easy and illegal way to enter the state.

It has been observed that a number of crimes involving illegal immigrants are taking place in various parts of Arunachal Pradesh. Most of such cases would remain unsolved or die a natural death. Immigrants, who come to a place in illegally can not be traced if he leaves the place after committing crime; because, identity of that person was not verified or recorded officially. It is a matter of serious concern. So, people should co-operate the district administration and the local police by informing them about illegal immigration.

Taking this problem as a serious concern, Lower Subansiri district administration is for last many years trying its best by directing concern colony committees, bazaar committees and the house owners from time to time for implementing the tenant verification process so as to identify illegal immigrants.

Whenever unannounced checking of illegal immigrants is conducted in the twin township of Hapoli and Old Ziro, police personnel are engaged. They take pain during inspection at various work places, residential houses etc to identify the illegal immigrants.

On the other hand, it is believed that the illegal immigrants, who do not have Inner Line Permit (ILP), takes the help of police personnel to cross the check gates.

For instance, on last Saturday morning I happened to be at a pan shop near post office when a man (outsider) in his mid 20s approached and enquired about where to get mobile SIM card and necessary documents that might be required for new connection. I told him to use ILP as the supporting document but he smiled and said, “I don’t have ILP.” As the way of his revelation was not desirable, I then, enquired of how he came over here and why not applied for ILP.

Confidently and without any hesitation he replied, “It will take lots of time to obtain ILP. Why not just spend Rs. 100 each at two check gates to get through”. Then, I recalled a story narrated by the District Unit BJP president, Kuru Tai a few months back. In one of his trip coming back from North Lakhimpur by a Tata Sumo, he witnessed four co-passengers (all non-tribal) paid money in both the check gates, in lieu of ILP. The matter was also raised in a coordination meeting of HoDs and all political party’s leader at DC office chamber a few months back, he said.

It would be a gross mistake, if such a practice really exists in the system. There is no meaning to deport illegal immigrants who was in first place made entry into the check gate without any resistance.  Even if they are deported, it is for sure they will return back the next day.

So, the next time, before lunching the drive for checking illegal immigrants, the holes if exist in the system are to be plugged first, else a waste of time.  (Yachang Tacho)

 

 

Tribute to a brave lady - Notup Taba

Exactly a month is completing on September 30 next on which date, the brave lady who had been fighting a rare disease since last few years had breathed her last on August 30 last on her  own wishes in Posa Baptist Church paving a way for much desired Salvation. It is genuinely  expected that she has received the Lords call and attained the eternity and resting at ease  in heavenly abode. The Friday (Gods Day) was a fitting hour of the departed soul.

She was reluctant about cease of life by cruel death but the way, her last journey coincided the Gods day and that too inside the church in a clear and crystal way of ending life witnessed by many sister-in-laws (Dune) who came to pray Lord Almighty for her life but the God had a different plan and programme to award the lady with holy embrace. In her clear tone, she said that her time has come, her eyes are folding off and no longer she can see, with these words she leaned on my body and had gone for ever.

Notup Taba was born to Tao Sera and his second wife Yodum in early 1976 at Chod Village near Pitapool under Yazali circle. Even at tender age, she became matured in heart and mind. She could solve many ticklish  problems in a very simple way that had been her credit of making life earlier and satisfaction to many who were around her.

I met her in 1995 where she was nursing her first mother who was admitted as a  serious patient in general hospital Naharlagun. Notup could not continue study because of domestic and health problems. Here, I realized not to pressurize but we mutually decided to settle down and constructed a home at village in early 1998 and tried to facilitate the people and guests with independent mind, the local houses still exists.

Later on coupled with bronchitolitis obliteroms organizing pneumonia had killed the brave lady who had been fighting the silent killer without diagnose for long long years. The thanks goes to Medicine Specialist of Niba Hospital who diagnosed, the disease but its  treatment at highly professionalized and acclaimed hospital like Apollo Chennai, CMC Vellore  and Guwahati came out to be a futile exercise after series of wrong medications that  complicated and worsened. The series of wrong medication had been later on revealed and the case was too late. The brave lady had been fighting life to win the death but ultimately, the destiny defeated the strong will.

I pray Almighty to grant eternal peace to departed soul who had been true believer of Jesus  and prayed for grant of life on failure of medical science. The talented lady minus luck has  been in forefront of various social activities. Even in cultural front, she had put up various  innovative proposals and coined re-introduction of Jenjap (a marital symbol of women)  including Namlo movements but later on she had opted to spiritual attainment through churches  and embraced the Christianity in 2008 and got baptized under Pentecostal church. She believed  in salvation through practicing Christianity and hence her funeral service was witnessed in  Christian tradition.

The people from far and wide came to have a last look on the charming lady on the funeral day  that reflected her good relations with various groups of people in short span of social and  personnel life for 15-16 years. She greeted and wished all who came to her way and left a  permanent imprint in mind and hearts of near and dear one.

I am indebted to those people who visited me and my children during our hard time and consoled us, I also express my sincere gratitude to those organizations who condoled her demise with some errors in local press. A special daylong family prayer fasting for salvation and peace of the departed soul is scheduled on September 30 next guided by 3 reputed prabhudas would be a tribute where future programme in her memory shall also be pronounced. Fulfill commitment

Citing his efforts to ensure that economic growth benefits all segments of society in his own country, Sri Lankan President Mahinda Rajapaksa has called on the United Nations to study the international community's failure to improve the lot of the impoverished worldwide.

"According to World Bank projections, by 2015, Sub-Saharan Africa and Southern Asia will be home to approximately 40 per cent of the developing world's population living in extreme poverty," he told the General Assembly on the first day of its annual General Debate, noting that commitment to the Millennium Development Goals (MDGs) had brought a real sense of hope.

The year 2015 is the target date for achieving the MDGs, which seek to slash extreme hunger and poverty, boost access to health care and education, achieve gender equality and environmental stability, and reduce maternal and child mortality and the incidence of HIV/AIDS.

With regard to Sri Lanka, Rajapaksa said his vision has been to distribute the benefits of growth across all segments of the population and prevent inequalities, social exclusion and adverse environmental effects.

He stressed that the post-2015 development agenda, the theme of this year's 68th General Assembly, must have poverty eradication and accelerated growth in the developing world as its primary goals, but he pointed to the uneven playing field between developed and developing countries with regard to global warming gas emissions.

"Centuries of growth in advanced economies have left little carbon space for the developing world, challenging their growth," he said. "The thin lines of balancing economic development and protection of the environment will remain a great challenge in future development policy-setting. "It is therefore critical that developed countries honour their commitments and compensate damage to the environment, on the basis of common but differentiated responsibilities."

I have been falsely defamed

Dear Editor,

I have been defamed falsely without any fault of mine. Being a law abiding citizen of our country, how can I be defamed and falsely implicated in the things which were not ever dreamt by me. What is my fault? Can’t I open my mouth to defend my right in front of the said persons? Is it a crime to demand self justice? They have not only terminated me from my contractual job but also defamed and alleged me falsely.

That, I had been serving as a contractual teacher (English) at Kendriya Vidhyala Pasighat since the past three and a half years.

Since last academic session (2012-2013) I have been serving as a PGT (English) as I possessed the requisite qualifications. I have been teaching English subject to class XI as well as XII respectively. The results of the students were so satisfactory that almost all the students especially class XII secured above 60% in my subject in the Board Examination. With a good number of students securing more than 90% in the Board examination (2012-2013) for which I got appreciation from every corner for my performance and most of all the principal as well as the teaching faculty and others. In fact, I being a contractual teacher always kept in my mind to render best of my knowledge and services for the best results in the students. I was commented that my efforts bore fruits. I was loved and appreciated by all especially the previous principal, teaching faculty and others. Never did I ever faced any sorts of problems or condemnation from any corner till the 22nd of August’ 2013, the day which I can never forget in my life.

As usual I went to take up my class which normally falls on 3rd period at class XII (Commerce). However, as usual I found the economics teacher whose period falls on the second period still occupying my class. As it was his normal ways to encroach my classes since the past few days I simply stood at the entrance of the classroom so that he sees me and give way to me. To my utter dismay he didn’t budged even a single step but kept on teaching as if he didn’t saw me. At that, I requested him to kindly let me in since it was my period to teach my subject, even then he didn’t gave any attention and kept on teaching. I was so upset that I started waiting for him outside. Finally, after, around 15 (Fifteen) minutes, he came out and directed some students to inform me that I can go and take my classes. I silently proceeded towards the class when the said teacher suddenly appeared before me and started ordering me to go to the class immediately. I replied that I am obviously on my way to the class but at the same time requested him kindly not to encroach my classes all the time. After that he started abusing me and warned me of dire consequences. He warned me not to open my mouth regarding his encroaching of my class and added that  he being a regular teacher has the full authority to encroach my classes as long as he wants and I being a mere contractual teacher should kept quite. I became so speechless that I could not understand what he was saying. Is it a crime to request a regular teacher to kindly stop encroaching classes? Is he authorized to occupy my period as long as he wants? Where has justice gone? I repeated these questions to him. However, he in turn kept on repeating the same sentence that “I have all right to encroach your class as long as I want.” I felt it is better to keep quite and proceeded towards my class to teach. But the (the said teacher) didn’t stop there; he followed me to my class as usual. He started noting down something on his paper. I didn’t utter a single word although I felt so insulted.

The next day i.e., on 23rd of August’ 2013, I went to the institution as usual and took up my classes normally. I was no doubt hurted by the previous day’s incident and insults showered to me by the said teacher. However, I kept quite. The real shock came when I was called upon by the same teacher who had been encroaching my classes in his examination incharges room (I would like to mention here that he is also the examination in charge of the institution) and repeated the previous days statements to me again that I being a mere contractual teacher should never ask him to stop encroaching my class. That he has the authority to occupy my class whenever he wants and as long as he wants. With these he added that I have been thrown out of the institution from that very moment and further warned me never to dare enter the institutional premises. I was taken aback and asked for the reason of my termination, at which he rebuked me not to ask for the reason. Inspite of repeated plea he didn’t wanted to let me know the reason of my being terminated. Without any previous appraisal, show cause notices or explanation letters. I again asked for my termination order at which he reprimanded me to keep my mouth shut. He added that I have been verbally terminated from my job. I was so helpless that I called up the in charge Principal Kendriya Vidhyalaya since, he was absent since the past two days. He received my call and simply said that of course I am being terminated and the said Economics teacher has full authority to terminate me. He further warned me never to ask anything more regarding my termination. He further added that a written termination letter will be issued to me later on. And that I should never come to the institution anymore. I was so stunned and confused whether a candidate who had come through the interview board meant for contractual teachers be terminated verbally? Is a verbal termination without any written order applicable? Till date I have not yet received my termination letter (Order) and till date I don’t know the reason for my being terminated verbally. What was my fault? Had there been something wrong from my corner? Why didn’t they appraise me through show cause notices, explanation letter? Where is Justice?

I was thrown out of the institution without any rhyme or reason. he only reason was that I sought for  my right from the teacher who had been encroaching my classes every day.

Not only these, but now I am being defamed with every passing day by the in charge as well as the said teacher that I was a worse teacher and the results of class X (Ten) English was not satisfactory. I am surprised to hear these words that I was not punctual. It is to be noted that I have never taught class – X English since I was being entrusted to teach the English subject of class XI and XII only respectively So, how can I be held responsible for the unsatisfactory results of the class which I had never taken. In fact the results of class XII whom I had been teaching had secured above 60% in the board examinations with most of them securing above 90%. In fact, till date I still cannot understand why I have to face such false allegations, defamation and termination from my job without any reason. I don’t understand why these two teachers bore such malicious intention towards me. I have been rendered handicapped by them. Where should I seek for justice? I thought that justice was equal to all, but today I am left alone. Lastly but not the least I would like to appeal the concerned authority to kindly look in to the ground reality before blindly listening to the false allegations made by those above mentioned teachers and provide justice to me.

Seppa reeling under darkness

Dear Editor,

20th (twenty) years back Seppa town was in under darkness, and the Department of electrical & civil power has promised to provide unlimited or surplus supply of electricity after the completion of Pacha hydel and procurement of new high quality, high capacity of electricity system or through proper maintenance and renovation of electric system. After 20 years of promises the power department had gifted us only darkness,

In fact, the Seppa power department has 2 (two) mini hydro power projects that is 1. Pacha hydel & kuchi hydel or 2 (two) D.G set –ALC line and bazaar line,

Further, the power department has also received additional power from NEEPCO (Kuppi) which is more than enough to brighten up the entire district. Inspite of availability of electric system the rural area of east Kameng has yet no dream for getting electric system in near future,

Department instead of solving problems is trying to escape their responsibilities. The department is making fool out of public of east Kameng district and has been indulging in playing blame game. I ask is this a joke?

In absence of electricity the district is losing business opportnunities and business community along with students are worst sufferer. Recently Power Minister visited East Kameng District and assured to give Rs 1(one core Rupees) as financial help to the power Department official. The one month ultimatum given to him is over but till date Seppa is under darkness.

Therefore, it is my humble an appeal to our five members of legislative assembly (MLAs) of East Kameng to engage energetic and genuine officer of Deptt. Of civil power and electrical in the district so that Department could take responsibilities of their activities.
